Early stages I would recommend training at goblins In lumbridge and afterwards go to the hobgoblins in witch haven dungeon , they are about 5 steps from a safe zone and they drop decent stuff like law runes and roots , if u get 60 60 go over to ogres but bring brews and sharks , otherwise training on guards in stronghold , pretty decent xp
